Hello
When tomcat starts, it creates «tomcat home»/icescrum dir. In debian squeeze tomcat home is /usr/share/tomcat6, and its owned by root, so you need to do some of these:
1- Change permissions to /usr/share/tomcat6 (chmod 777 /usr/share/tomcat6, start tomcat, and rollback permissions to 755 when icescrum dir was created.
2- Create /usr/share/tomcat6/icescrum, change owner to tomcat6
